Concepción Gutiérrez del Castillo has a Degree in Law from the Universidad Complutense de Madrid, and is Inspector of Public Works and Health Services. Between 1990 and 1994, she managed the Presidency Commission and, in 2000, was appointed Regional Ministry for Public Works and Transport.

When Concepción Gutiérrez del Castillo worked for the Central Government during the 80s, she carried out different tasks for the Ministry of Work and Health Services such as Head of the Ministry Office and Head of the International Cooperation Service.

Between 1984 and 1986, she was Labour Adviser for the Spanish Embassy in Canada. In 1996, Concepción Gutiérrez moved to Brussels to manage the local office of the Autonomous Goverment of Andalusia, which had been opened that year to reinforce the presence of Andalusia before the European Union institutions. She managed this institution until her appointment as a Regional Ministry of Public Works and Transport.
