Professor of Mechanical Engineering at the University of Porto, where he has been teaching since 1982.
In addition to being an active researcher in the field of thermal sciences and energy efficiency in buildings and HVAC systems in Portugal and in the European Energy R&D programmes, he has also devoted a special attention to the development of policies and regulations for improving energy efficiency in the building sector:
• Rapporteur of the Portuguese thermal regulations for buildings since 1988.
• Coordinator of the Portuguese National Plan for Energy Efficiency in Buildings from 2001 to 2004.
• Member of the Energy Demand Management Committee of the European Commission, which oversees the EPBD, since 2004.
• Coordinator of the Buildings Concerted Action (CA) for the Transposition of the EPBD, 2005-2010. The CA is a forum of the representatives of EU government officials in charge of transposing and implementing the EPBD in their own Member States, namely to find the best technical and non-technical schemes for issuing energy certificates for buildings throughout the EU.
• Member of the Energy Advisory Group (AGE) of the European Commission since 2006.
• Scientific Coordinator of the examination system for EPBD Qualified Experts in Portugal since its inception in 2006.
