Leon Herrera (Madrid, Spain, 1951) is Director for EU Issues in the Council of Europe Development Bank (WWW.CEB.org) in Paris.
He has a degree in Economics and Business by the Madrid Complutense University.
He is member by open competition of Spain’s special civil service group of State Economists.
He has devoted most of his career to Finance, Development and Trade, fulfilling at different stages of his professional life the position of Director General of Spain’s Instituto de Credito Oficial (ICO); Alternate Director in EBRD; Economic and Commercial Counselor in former Yugoslavia and Albania; and in Denmark and Lithuania; Deputy Director General in Spain’s Treasury, and Financial Director of a commercial company.
He came to CEB in April 2006, as Deputy Director for Loans,. and since then an important part of his duties has been to develop and enhance CEB’s relations with EU institutions and other IFIs, as well as developing relations with donors.
